According to my understanding, the RFQ must consist of the following outline:

2.      Scope of RFQ

3.      Background of RFQ

4.      Abstract of RFQ

5.      Existing Model/Solution (vs) Proposed Model/Solution

6.      Important Dates

a.      Submission Deadline,

b.      Vendor Selection Timeline

7.      Vendors

a.      List of Vendors

b.      Role and Significance of Vendors (KPIs for each vendor)

8.      Prerequisites for Vendors

a.      Qualifications expected from potential vendors

b.      Specific skills, experience, and certifications required

c.      Minimum and preferred qualifications

9.      Project Timelines

a.      Total Duration of Project

b.      Individual Milestones with DoD (Definition of Done) at each stage

c.      Tools and Utilities required for Project

10.   Resource Timelines

a.      Team Composition(s) with individual roles and responsibilities (includes all levels of seniority along with third-party vendors (if applicable))

b.      Billing Detail per hour / per resource

c.      Total Pricing in a Week and Month

d.      Total Project Cost

11.   Technology and Infrastructure

a.      What are various tools and technologies required to complete this project

b.      What is the budget of each and every individual tool and technology

c.      What are various tool categories involved such as: Standalone Budget (vs) Cloud based Budget

12.   Submission Protocols

a.      Guidelines on how vendors should structure their proposals

b.      Sections to be included (e.g., executive summary, technical approach, cost breakdown)

13.   Selection Criteria for Vendors (This should also explain if and how multiple vendors are allocated to the project)

14.   Timelines for submission of proposal

15.   Evaluation Criteria for Proposal

a.      Evaluation Officer (Team) with roles and responsibilities

b.      Criteria used to evaluate proposals

c.      Weight assigned to each criterion

d.      Any scoring system or methodology

16.   Communication Protocols

a.      Communication Flow in Project (this should explain the direction and hierarchy in which communication should travel within the project in both directions)

b.      Communication Mode (this should explain the channel of communication during the entire duration of project)

c.      Communication PoC (This should clearly define who is responsible, i.e., who drives communication at each individual stage in the project)

17.   Terms and Conditions

a.      Legal and contractual requirements

b.      Terms of engagement

c.      Any specific conditions or clauses

18.   Privacy Policy

19.   Additional Information:

a.      Any other relevant information or requirements not covered in the above sections

b.      Optional attachments or supporting documents

a.      Acknowledgment of interest and appreciation for vendor participation
